Would an XS tunic from Forever 21 fit my daughter?

she is very petite for her age: only 5′1 and 85 pounds… her bust is 28.5 around, but i dont know about her waist/hips.
HELP!!! or, is there a Forever 21 for preteens and such? i need all sorts of help PLEEASE answer!!!
Also dont tell me for her to try things on, cuz i want it to be a birthday gift!! and i think she’s smart enough to know that if i have her go try things on there for no reason then shell know im onto sumthing!
