What are some better ways to dress my small frame and big chest?

omg i know exactlyyyy what you mean. gahhhh it’s so annoying i have the same problem!!!!
okay so this is what i do, i wear cute, good fitting tanks and tunics.
try a tunic that is larger in the chest area and then it will just drape over your body, very pretty.
yeah tailoring is a pain in the a*s too!
you can also do loose drapey tanks w/cute cardigans to balance out your chest.
