Try Wet Seal. I am 4′10 and I fit into a 00 short there! I never thought I could fit into pants from there, but I do. You could probably fit into a bigger size since you’re taller than me (and I am in the smallest size).

To appear taller and more put-together you might avoid shorts, mid-calf pants, and short sleeves–wear really long narrow skirts or slim pants to your ankles.
Uniform colors are good, too, or small-format prints.
Long-sleeves are good.
Also, tops with either no sleeves, or contrasting long sleeves (baseball style). Regular short-sleeved tops or tee shirts look childish—wear either no sleeves or long sleeves.

Try American Eagle pants. They work for me!

I have the same problem. I like shopping at stores like American Eagle and Aeropostale for pants, and even some shirts fit from there too.
