Shoe size for a 2 year old girl?

We’re in the process of adopting a 2 year old girl from Russia. She weighs about 20 lbs and is 29 inches tall. Very petite for a 2 year old. While I’ve been buying size 18-24M clothes for her, I’m completely lost about the size of shoes. We will be bringing her home around April, so she’ll be 2 years and 2 months by then.
