There's Primark which is super cheap. H&M is a godsend. Peacocks, ASOS are quite cheap and Miss Selfridge, River Island, Topshop, Warehouse, American Apparel are slightly more expensive. To be honest, I'd rather invest in good quality basics from places like Zara or All Saints and then buy your "fast fashion" pieces from places like Primark. Saving up/getting a job never harms anyone, either. Personally, I find there’s little difference in buying from petite sections or regular size sections, and I’m 4′10″/16yr.

Child sized but ready for adult styles. I went through this twice with tiny daughters. Best solution was to buy cheap high street stuff and get it altered. You can find some really great deals. Just pay attention to some of the stitching with Wet Seal and Forever 21, because some of the clothes are cheap in more way than one.
