Aeropostale isn’t that expensive.
Forever 21.
Urban Outfitters have great sales.
Shopping online at Hollister and Abercrombie is a great deal.
Macy’s teen clothes are real cute.
And look around for some small boutiqes in the mall or at a local plaza they have cute clothes, and they alwasy have awesome sales.

I’m a petite early 20s girl and for cheaper clothes I like to go to Forever 21, Wet Seal, H&M, Target, and Kohls. You can find some really great deals. Just pay attention to some of the stitching with Wet Seal and Forever 21, because some of the clothes are cheap in more way than one. H&M is really your best bet for really cheap, fashionable, and quality.

Try stores like forever 21, or even target has some super cute clothes… plus both stores have x-tra small sizes.

It is a huge problem. Child sized but ready for adult styles. I went through this twice with tiny daughters.
Best solution was to buy cheap high street stuff and get it altered. You need to know what you are doing as some stuff can be expensive to alter.

Personally, I find there’s little difference in buying from petite sections or regular size sections, and I’m 4′10″/16yr.
There’s Primark which is super cheap. H&M is a godsend.
Peacocks, ASOS are quite cheap and Miss Selfridge, River Island, Topshop, Warehouse, American Apparel are slightly more expensive.
To be honest, I’d rather invest in good quality basics from places like Zara or All Saints and then buy your “fast fashion” pieces from places like Primark.
Saving up/getting a job never harms anyone, either.
