Well how tall is she? My best guess would b american eagle,ambercrombie,aeropostal or any other stores like that!!

Pretty much any department store: Hecht’s, Belk, Nordstrom. Also Talbots, Penny’s, Sears, and on. Also, at her age, she can shop the Junior department.

Wet Seal! I normally wear a size 12, and I tried on a pair of 14’s and I couldn’t even get my calves in the legs!

Most stores have a petite section. If your friend is 19 I am sure she knows that. But it is hard to find a lot of styles in shorter lengths. I am 5′2″ and unless it is petite it doesn’t look good.

I have this problem with all my husband’s young female relatives from Russia. They range from size 0 to size 2. The best stores to look in here are: Express, Ann Taylor (the carry both size 2 and 2P), Cache, Forever 21 (looks cheap to me) and Macys. There are some stores that carry clothes designed for girls in the 10-12 year range, but no self-respecting 19 year old girl would be caught anywhere near them.

Her best bet is to shop anywhere, pick out things that she really likes and then have them altered to fit her body. She could take them to any taylor’s shop. Many cleaners also have seamstresses that do alterations for customers. I know this because my mom does this for a living - she is a seamtress.
