The next size up has too much room under the arms but does fit through the chest. My question is, I’ve never had clothes tailored before what does a tailor do? Can they fix the arm problem? Do I just go to a men’s clothing tailor?

I am 5 feet 2 with a huge bustline, narrow shoulders, short neck, next to no waist and believe it or not, hips that are slightly narrower than my chest. I do not look good in black, but want to wear a dress or dressy suit in keeping with the event. My normal pre-illness size was petite size 4 with alterations for leg and arm length. Womens size 2X fits through the bust but nowhere else. Style suggestions please and for accessories, too? I still have fat rolls from chest to hip.
